DBE Uniform Certification Process
DBE satisfies Section 26 of the Code of Federal Regulations for transportation authorities (49 CFR). In accordance with 49 CFR Section 26, COTA transitioned to the Unified Certification Program (UCP), which synchronizes all DBE certifications with the Ohio Department of Transportation (ODOT) for each state per the federal mandate. ODOT administers all of COTA's DBE certifications, re-certifications and on-site visits. All certified DBE's are maintained in a centralized database on the ODOT website and can be publicly accessed with limited basic information.
